The Administrative Services Division (ASD) provides a defined training program that provides a level of certification for Contracting Officers Technical Representatives (COTRs) in the Courts. The primary objective of COTR certification is to establish best practices that COTRs can use to improve contract administration and provide added control and accountability for millions of Dollars spent by the Courts on the Acquisition of Goods, Services and Construction.
